The EU regulation does not ask everyone for insurance. It asks the people whose residence is not based on working here — and that group is larger and less obvious than most people expect.

Who is economically inactive

Not "unemployed". The regulation is interested in whether your residence rests on economic activity in Spain, and plenty of people with money coming in are inactive for this purpose.

You are likely in this group if you have retired early and are living on savings or a private pension; if you moved with a partner and are not working yourself; if you are living off investments; or if you are between things and not yet economically active here.

You are likely not in this group if you are employed in Spain or registered as self-employed here. In that case your residence rests on the activity, and article 7.1(b) is not the paragraph you are reading. EU residency in Spain sets out the fork in full.

The grey area is real. Remote work for a foreign employer, occasional freelance income, a business being set up — these are exactly the situations where people assume one category and are assessed as another. We do not resolve that for you, and anyone who resolves it confidently without asking about your arrangements is guessing.

The two conditions come as a pair

Sufficient resources and health insurance are asked for together, and they are related. The underlying idea across the EU regime is that someone exercising free movement without working should not become a burden on the host state's system. Resources covers the living; insurance covers the healthcare.

Reading them separately is how people end up satisfying one and being surprised by the other.

What the insurance has to do

Cover all risks, in Spain. That is the whole of the wording. What the requirement actually says takes the sentence apart, including the two conditions people wrongly import into it.

The practical translation: a comprehensive policy that works here. Not a travel policy. Not cover that only pays out in another country. Not a policy so limited that "all risks" would be a stretch.

If you have an S1

Then you may be in a different position entirely — and "may" is the right word. S1 or private insurance is the page for that, and the short version is that the document starts a process in Spain rather than finishing one.

If your family are not EU citizens
