The part that is actually about the application
A certificate evidences a period of cover. A policy paid annually is straightforwardly in force for a year. A policy paid monthly is in force month to month, and what a certificate can honestly state about the months ahead may be narrower.
We have not verified that and will not repeat it as a rule. What we will say is that 'what period can your certificate show?' is a question worth asking your insurer before you choose a frequency — because it is the one that could cost you a resubmission.

The money
Paying annually is usually cheaper. Insurers price instalments to cover the cost of collecting them.
Paying monthly is usually easier at precisely the moment when a deposit, a flight, a removal and a legal fee are all landing together.
No numbers here. Anyone quoting you a specific discount without naming the product and the date is repeating something they read.
The cancellation angle
If the application is refused, the two look different. A year paid up front is a larger sum sitting with an insurer whose refund terms you may not have read; a monthly arrangement is a smaller exposure that you stop.
That cuts the other way too: a monthly arrangement can lapse quietly if a payment fails, and a lapse is the thing that causes trouble at renewal. What happens if the application is refused and health insurance at renewal are the two ends of that.
The practical order
Ask what period the certificate can state. That is the only part of this with application consequences.
Then choose on cost and cash flow, which are yours to weigh.
Then set a reminder for the renewal date, whichever you chose. The failure mode is never the decision; it is forgetting it.
