An appeal argues that a decision was wrong. That is a narrower thing than "I would like a different outcome", and the distinction decides whether this is your route or a detour.
What an appeal is actually for
Arguing that the decision, on the evidence before the decision-maker, was wrong — in law, in process, or in its reading of what you provided.
It is not a second chance to submit a better file. If the honest answer is "they were right, I did not prove it", an appeal is the slower route to the same place a corrected application reaches sooner.
The question that decides it
Would the same file, assessed correctly, have succeeded?
If yes — there is something to argue.
If no — you need a different file, not a different decision. What happens after a refusal is the triage page.
Most people cannot answer that about their own application, which is the honest case for taking the refusal and the submitted file to someone qualified before choosing.
Why we state no procedure
There are different routes depending on what is being challenged and who decided it, with different deadlines and different consequences for choosing wrongly.

The clock is the real constraint
Deadlines here are short and they do not wait while you research. Whatever you decide, decide early enough that the other option is still open.
And while you decide, deal with the practical residue — the insurance policy you bought for the application has its own terms and its own renewal date. If the application is refused, what happens to the policy.

Read the refusal against it, line by line. Whether you appeal or reapply, that comparison is the work, and nobody can do it without your file.
